Hey Beanie.......
Do you know where the General Dynamics is in Mountianview?
I work for GD here in Mass....and I'm pretty sure we have a location in Mountainview. I was thinking that it might be in the same industrial park as your job or something.

I just looked it up online, it's a mile from my work. I pass the street it's on every day

Whoa! Whoa! Pump the brakes kid...
First thing to do is to select the around the front wheel making sure to get some of the wheel arch and ground in too. I use the Polygonal Lasso Tool to make the selcetion and once its selected, hit EDIT, COPY, EDIT, PASTE. This will paste that selection onto a new layer.
repeat for back wheel
Now make sure you are on the orignal background layer of the vehicle and hit EDIT, FREE TRANSFORM. You will then be able to drag the original pic in by however much you want.
Now just move the wheels into where they look roughly correct
Once you have them roughly lined up, then slect the eraser tool and drop the opacity (on the top menu bar) down to around 50% and select each wheel layer and feather out the edges to tidy them up
I would also add that rather than erasing and feathering out the edges, you can simply add a mask to the two wheel layers and "paint out" the edges to smooth the transitions. This way, if you mess up, you can go back and just adjust the mask.
fun!
P.S. Nice work, Ru!! Get those wheels bigger and rounder though. I made the same mistake the first time too.
