Hey - what's the best way to secure a couple of cheap seats between two small N.E. hubs if I need a specific date and general time, ie., 9/16/04 after 3pm? Thanks

I always try orbitz.com, first. Search for the cheapest flights but go directly to the airline website to purchase the ticket.

You can narrow down a time using their Advanced Search, but I'm not sure if they can make any guarantees.
The priceline sucks unless you are retired and you don't care when you fly.

re: leg drops, the airlines are all over that one. I even heard that they are trying to go back and seek damages (for "fraud") for people they feel they can prove booked in that manner and dropped.
I'd avoid that option like fix-a-flat.
The orbitz/travelocity route is usually pretty good unless you know of some smaller independent carriers in that area.
Find out who actually services both airports. USAir is one that does, doen't look like anyone else services both airports regionally (direct). If you don't like the USAir fare, you're going to get a stop.
Try booking a round-trip, then only take the first leg. This can save you some money. Also, try booking a longer trip with a stop in your destination. Again, this can produce a lower fare. Since you aren't returning on the flights, you aren't worried that they'll cancel on you. (Of course, you can't check baggage if you do the last option.)
I'd take the 232 that defstar put up on Continental, myself. USAir looks unlikely to provide a useful direct-fare even though PHL is one of their hubs, so you need someone who has another close major hub. Of course, with the connection, the flying/layover time will exceed driving time.
