dont ever trust Paypal.
This is one they told me : "We show a similar account to yours. The email address on the account is
XXXXX@XXXXXX.EDU. That account has been drafted negative 49 dollars. I said "that was my roomate. That is not me, the only similar information is the address". Then i say "Look at that Fing name on the account, is it mine? NO!".
They respond with saying "We can not release that information." I said "well you determined it to be my account, so you can certainly release it." Said it very argumentively, so she hushed real fast and tried to kick me off the phone. Asked to talk to a manager, she was the one with the highest position. I said she was BS, then she said the people with higher positions dont answer the phone, they are in administrative buildings. Called her a few choice words then and hung up.
I called back again 15 minutes later. Spoke with the head ACCOUNT ESCALATION lady. Told her this wasnt my account, she refused to fix it, even after acknowledging the names were different, along with phone numbers, email adrresses, etc. At this stage im steamed.
So i said "what happens if i pay this 39 dollars?" At this stage, its a matter of getting 1700 dollars out or waiting 180 days. I figured, pay the money because it wont be a big deal and my old roomie will pay me back.
She says "its charged off". Call NCO Collections. Got the phone number, and I Give my real name. No charge offs on file, i was expecting that. So then I hang up and call back as my roomate. Give them his name, and no information is on file. This lady says to call ATC Collections. Call them, prompt as myself, no record. Prompt as my roomate, no record.

Call back Paypal. Say there is no record of any charge off. She says the charge off was 3 years old, so it didnt go through Statue of Limitations anyway (According to our states statues). Now this lady gets mad at me and begins to blame me. I throw up some profane language, and ask to speak with her supervisor.
Finally get in touch with him. Well this guy is the biggest A HOLE EVER. I Eventually get him to hook me with someone different. Speak to her, shes nice and respectable. I tell her the predicment, she says she can revert that old collections back to Paypal. From their, paypal can debit the money out of my account to pay for his balance. She puts it in writing, 1.5 hours later i get this email:
After further review, the positive balance in your account are funds newer
than 60 days old. PayPal views this as a risk to transfer these to pay off
a negative balance. The quickest option is to send us a Money Order to pay
off the negative balance in the linked account.
So then I say wtf? so now its me waiting 60 days or 180 days. Only i need this money immediately.
They tell me i can send in a money order for a balance thats not even mine. I got in touch with the roomate, and he said he DISPUTED The charge, since it was fraud for a baseball card that was ripped.
called paypal yet again. They say that they show that on record, however it remains unsolved. Now that our accounts are linked, they began to gun after me since i had a positive balance. He never made another account so they basically didnt care.
