A car does not provide cover, it provides minimal protection hiding. 9mm can go through the doors easily on older model cars where the skin was relatively thick steel; modern car with its thin aluminum or plastic door skin...
The guy didn't start doing down till shot 6 and you say they should have stopped at shot 2? Uhm, hell no. You shoot till the threat is eliminated, whether it be killing them or disabling them you don't just stop and say "ya gonna give up now?" I will say again they showed restraint in the rate at which they shot the guy and how many times. You start pulling that trigger and its surprising how quickly you can get off 15 rounds of 9mm, even faster 7 rounds of .45.
You draw a weapon or what appears to be a weapon on 1 cop, you're drawing it on all the cops near by. The whole thing with the partner concept is they provide cover and protection against threats for each other...
