seems that one of the poles supporting the fence was not fixed properly. so the guy being chased was able to run over the fence which got up as soon as his car was off the fence. the cop should have followed, he would have been able to go thru

i doubt that, the fence was not moving at all. Should have been if it 'got back up'

n movement would have been apparent if it wasnt stable to begin with
