It's a little hard to feel sorry for the guy if he didn't do his homework on the car. At least he found out now and not when his car is cracking in half.

But the kid did do his homework on the car...carfax reported it fine...
I consider not physically inspecting any car (or anything you buy for that matter) you purchase not doing your homework. I won't even buy a T-shirt I haven't looked at first.

What was he suppose to do, rip the carpet up, look under the plastic A-pilars? What do you consider inspecting a vehicle?

You'd think there would be some weld marks underneath the car that you could see if you put it up on a lift. He might have done some research on the cars history, but he could have obviously done a closer in-person vehicle inspection by paying closer attention to the undercarriage.
Most people probably don't put a used car up on a lift prior to buying it.... especially a crappy, low-value one like a neon(unless they are paying a mechanic to do a full pre-purchase inspection).
I don't think we can fault the kid for buying the car in the first place(At least up until the point where he started going mod crazy and adding the roll-cage). But for putting all those mods into it and paying some guy to weld in a roll cage inside... you'd have to be an idiot not to notice those welds with the interior ripped out.
