If a Riced-out Honda CRX owners trash-can muffler farts in the woods and nobody's there to hear it.. does it still make a sound?

I was reading through an old c/d this morning. 83 dB A is the loudness of a stock Viper Srt-10
i don't quite know how loud that is. i usually see them parked or cruising. seems to me that harley's are pretty loud at times, you think they have to meet the same requirement?
i wondered too how much they actually enforce this law.

most harleys aren't as loud as you hear em on the street stock. Most people take out restrictors or whatever else to make em loud. As for enforcement, around me the only times cops will do anything is either when someone complains or when cops are looking to pull you over in which case noise prolly isn't the real reason
