From my understanding, dementia is like having tunnel vision in the sense that you are in your own world and oblivious to everything around you. That's why the oldtimer forgot about the accident as soon as it happened. My question is why was this guy behind the wheel of a car in the first place?
What's Dementia? I mean, I can put it all together, but I want to know exactly what it is.

Because if you take away their license they cry discrimination based on age.
It's actually kind of sad. Many of these elderly don't have anybody else and if they couldn't drive they would never be able to leave the house. It's a lose-lose situation.

Wow, that sucks. He's pretty old though, I mean where would he have to go? Wouldn't he be better off in the homes? I feel bad for him, and the guy he hit of course!
I guess you are right ryno. It seems like it would be justified in this case though. It is a lose-lose situation unfortunately and something like this will probably happen again. Very sad, especially for the dude that died and his family.

I don't think he died from my understanding. I may be wrong though.
The story actually does not say if the guy died or not but usually when they don't release the name the victim it's because they haven't notified the family of the death yet.
I'm thinking he did die because they mention him in the past tense... and no matter if your leg is severed or not, are you really going to stay stuck through the windshield for 3 miles... and not try to get help - especially at the tollbooth? >___<
I remember when I worked in banking these little old ladies with Arizona licenses coming in. They were anywhere from 60-80 and their licenses were good for like 20 more years. Retarded if you ask me.
