No, because the IP usually belongs to their ISP, not them.

there's some kind of backwards search tool (some kind of DNS tool where you enter an IP address, or othe criteria and you get additonal info in return) you can use to identify the IP address which then goes on to trace the phone # that the IP address uses etc etc etc.

in other words, you can trace to the phoen line or digital cable box that the original signals start from. From there, you simply run a search to find out the street address.

Thats hwo the police and other govt agencies can track your email etc.

That's not true. The DNS lookup gives contact information for the domain owner, which your ISP. When they register a pool of IPs, they have to provide their information. That's all you can get from an IP.

Now the ISP themselves might have a record of who has each IP leased; if a LEO came to them with a warrant, they might release your information if they could prove a crime was committed using your IP. However, the vast majority of ISPs will refuse to release that information to people like us.

And the government isn't tracking your email

Here's a little page with a reverse lookup that generally gets it down to the city:

http://www.networldmap.com/TryIt.htm?GetLocation

The others are correct, Internet Providers own blocks of IP addresses, which are readily known to those who care enough to look that info up. They use the IP ranges in specific cites and areas of the country - basically think of the IP address as your computers telephone number.

The difference is that most home users don't have a reserved or static IP address. Whenever they connect to their ISP, the ISP looks to see what IP addresses are not in use, and gives you one for that session. When you are done, the IP address is returned to the availible pool for someone else to use. Since their is not an infinite number of IP addresses in the world, just like there are not infinite telephone numbers, giving them out on a per-use basis means you can serve more people without having a unique number per person's PC. You used to be able to serve 1,000 customers with 700 or so IP addresses, since the chances that all 1,000 would be online needing an IP at the same time is slim.

Nowadays with broadband so popular, and businesses of all sizes having internet connections, more and more static IPs are needed, and more and more people have PC's that stay on weeks or months at a time and need IP's. There are ways around running out of IP's that I won't get into unless you really want some in depth discussion of internet topology and how IP's, VLAN's, IP tunneling and all sorts of other mind numbing (but things I find cool and do everyday for a living) things

Oh, and it's better to work with police and especially the site owner of wherever these passwords were kept. I run several sites, and I can tell you that anytime you have ever logged in, it will record the IP you logged in from. There are tools built into almost every site software that will allow you to cross reference these and see what other accounts have logged in from the same IP address.

Example:

Bob has an account here to post on 6MT.net, and so does Mary his neighbor. Bob posts from work and home, so when the site Admin looks up Bob's IP history, you can see IP's from his home and work. Mary finds Bob's password and thinks it would be funny to post stupid things as him on the boards. The Admin can look up the IP's that Bob's account has connected to the server with in the database, and then cross reference them in a few seconds to see that it looks like Bob logged into the boards from the same IP as they have on record that Mary posts from. A quick email to Bob can verify if he has ever posted from Mary's house, if not, there is your culprit. No police needed, and you don't even have to know where Mary or Bob live, just that Bob's account was logged in from the IP that is also Mary's.

That's usually true for most forum tools(PHPP, etc), but I wonder if most public/free email services log IP Info(Hotmail, yahoo, G-Mail). I'd venture to guess that they probably don't. Usually the forums store the IP info as an additional field stored in the same row of the table as the content of the persons post. If they log in as another person but don't make a post, chances are that you wouldn't know about it.

With E-mail, there's the potential that there could be many many thousands of different logins to record IP's of per user. I doubt they would store all that info... but I don't know for sure.

hmm, well thanks for ya'lls help. not important enough to get the police involved, but we might get the site owner to help us out. i'm afraid what partyman said makes lots of sense.

afraid all i could do is track down to the city anyways. thats all i was able to do with my own IP address. everything went back to cox cable or my city. thanks again.

For webmail you would have to involve the ISP or hosting company. For boards, it depends on the software, phpBB like this board won't record IP on login if you don't post, vBulliten and the really nice ones absolutely do
