Default Philadelphia Wage Tax

need some advice. Here's my scenario:

I never worked in the city before this year,
I live outside the city,
I work in the city,
I travel outside the city for work + training half the year,
The city wage tax is not deducted from my pay check.

Do I need to pay the city wage tax? If so, should I file, or just wait for them to "bill" me for it?

Not sure what the correct answer is. That's why I turned down a higher paying job in the city and worked in the burbs. Between the commute and that tax, it just wasn't worth it.
