1st- Use mobile 1 synthetic oil
2nd- Get a K&N air filter
3rd- Purchase a z-tube
The z-tube is the connecting air tube that runs from the air intake box (just after the mass air flow sensor and housing) to the throttle body. It's an easy 15min install. I just put mine on last nite.
Filter=$40bucks
Z-tube=$72.00, I bought mine online from InfinitipartsUSA.com
You can purchase a K&N filter lots of places and actually mine is off of my previous car which was a 2005 Nissan Altima 2.5S. Fits perfect.
Suspension upgrades will make a marked improvement in the handling of the car. Look into suspension changes.
Lighter wheels and maxium performance tires will also make significant changes to the car's performance. Unfortunately what looks good and what performs well may not coincide in this case.

I agree, these are the cheapest and most effective. If you go up to a 200- 300 dolar range you have may options like sway bars, springs, plenum spacer**, and maybe an under drive pully. If this is your first mod go with the Z-tube and K&N filter. On your next oil change go with the Mobile 1 syth. oil.

Smoke versus spending a ton of money on intakes, exhausts, plenum spacers, headers, cats the suspension upgrades are really the way to go. Wheels make a huge difference also since you are lowered unsprung weight.
Despite the fact that I'm running 245/275 versus the 225/245 stocks I still get the same gas mileage even with all that extra rubber on the road. This tells me that I'm getting good bang for the buck with a significant improvement in traction (my wheels are on the order of 8+ lbs lighter than stock).

oh yeah, once you start putting up all those mods then yeah, you are right. it's ridiculous to spend so much money on intake, and exhaust for a measly 10 whp.
its best to go for the suspension which is putting all of your horses down... but im not too sure on what this guy's budget is? thats why i said suspension might not be the right thing to approach.
the intakes and oil and all that shit wont do much at all. you wont notice it one bit.
if u really want max hp for the money, you gotta get a bottle. just make sure u have a warrenty and are able to completely remove the system if u blow something.
just tow it to infiniti and tell them you're grandma was driving it and you have no idea what happened.
