Default Touch-up paint application and clear coat

I picked up some touch-up paint for my DG coupe. I want to touch up a couple chips before my clearbra installation this saturday. I've heard of the following methods for application:

1) Use a toothpick and apply the paint until it matches the same depth as the stock paint.
2) Sand down with very fine sandpaper.

2) Use Langka to remove excess paint.

Is one better than the other? Is it ever possible to not have to use the sandpaper OR the Langka?

Can you get Langka at Pepboys or some other store?

I'm no expert in paint touchup, but having been through this myself I strongly suggest that you make sure the touchup work is even with the paint surface. The clear bra will accentuate the touchup quite badly.

I wouldn't feel comfortable. I just went to the body shop locally and he charged me $65 bucks to take the scratches etc. out before I applied the Clear Bra.
