when your car sits for awhile outside it will cause the rotors to rust. This also happens right after washing the car. After you drive the car the rust gets taken off by normal braking. Some of the residue of the dust will be left inside the wheel. Which will cause a layer of rust to build up in the wheel. Its nothing to worry about, the wheel itself is not rusting.
