Default 10% Lease Tax?

Finally got around to change my address with my leasing company and got a little surprise. Before, I was paying 9% tax on my lease (6% sales + 3% BS PA lease tax).... My new bill has 10% tax on it!!!

Now, I moved to Philly, but can a city charge you a car leasing tax? I already get hit with 4.5% wage tax, what next!!! Anyone else have any idea what's going on here?

You could always just not pay taxes, but I wouldn't advise it. I think the best plan of action is to just wait for Milton to burn down the building, then you can have a nice long holiday.
