I'm about 6ft tall.
I have the same issue on my 06 6mt, i found that the clip where the belt connects to at your hip is on a fairly longer cable than the passenger side.
This causes the belt to ride high on your neck unless you raise the seat up really high.
Seems like they wanted some slack to work with incase someone wanted to be sitting up really high.
I'm tempted to swap out the clips from passenger to driver side as i don't feel like sporting a ugly shoulder pad in my nice interior
