Well what's driving it down here is always linked to "safety." However without seeing the data that the police have, it's hard to say what the actual cause of the accident is.
We just had a pedestrian death down here. Pedestrian is 92, the driver of the car was 80. WTF do they think the cause was? Adjust the damned system, the people down here shouldn't be driving if they cannot do the job physically. Sorry, but that's the way it is.
It seems like everything is blamed on speed (or alcohol), but I have a suspicion that much of it is not actually speed related, but categorized so to meet political agendas.
