It's a fundemental of the position that a WR is supposed to run as if it were a pass play despite the fact that it is a called run... because it keeps the defense guessing, causes the corners to stay on the perimeter of the field and keeps the safeties from cheating and creeping up in run support anytime they see a WR standing around.
It also wears the defense out a lot more than it does to the WR's if the WR runs out on every play, because it uses more energy to chase someone(follow) than it does to be the player being followed(defense has to react to your motions and try to keep up).
It also opens up the possibility of a successful flea flicker(or other trick play) if the WR runs on every play, because the DB's might diagnose a play as a run and single up on your top WR.... making it more likely that he'll be open.
