SoCal drivers are bad enough without inclement weather, but when it starts to rain oh man...
I can't believe they closed I-5 near Castaic (Grapevine) because of snow. It had been closed since 2am and I was trying to get out of LA around 11am. They had 9 hours to throw some salt, or corn-based de-icer, or sand stuff on it. Yet the highway remained closed. SoCal is just so unprepared for anything but sun. 7" of rain causes highway flooding; it's really quite sad. They didn't think to build slanted roads so that water runs off.
